Chocolate Chip Star Fish

Our new Chocolate Chip Star Fish has all of a sudden (today) started climbing to the top of the tank with most of his extremities on the very top of the water. what is going on? Is this normal behavior or do we have we have problem? What do starfish eat?

Every time I go to my LFS thats exactally what they are all doing.
