Help ID neusance growth

I will admit I have neglected my tank a little and now I'm paying the price. Over the last couple weeks this stuff has popped up all over the place. I'm currently making water to do a large water change.

Onto this stuff thats growing all over my display. It looks like hair algae but it's white. Here are some pictures, any ideas?

Are you carbon (vinegar, vodka) dosing? If so, it may be bacteria snot, and I would discontinue carbon dosing until you are able to control it. If it is bacteria, I have to say this is the worst infestation I have ever seen. I have some suggestions for dealing with it, but I'll wait to hear back from you re carbon dosing and from other folks weighing in on what this stuff is.
