phosphate reading, reactor, and cyano

Any thoughts or opinions on the reading of phosphates in regards to cyano?

I have successfully battled cyano over the years, and thought I had it down pretty well; lights, flow, dosing kalk, all parameters in check, good clean up crew, siphon, water change, attempting to grow cheato( I think the cyano is out competing for nutrients)

Due to the cyano and other various flags,(slow growth, poor color, receding) I believe that my phosphates are out of control. So, I bought a reactor and a test kit.

Well the initial test showed 0 phos, but I assume that the phosphate is all tied up in the rocks, cyano, etc. and that is why I read 0.

So, now I have been running the reactor for about 3weeks, reading are still 0, and the cyano is still giong strong. How long do you think before I should start seeing some progress?

Or, am I on the wrong track here, possibly I am overlooking something?
