What is the preferred way to adjust pH?

I have a new tank set up with no fish yet and my pH is 7.1. I am shooting for 8.2. I do have a few snails in the tank and they are thriving. With that in mind, how slowly should the adjustment be?
For future reference, How would I lower pH?

Here's how to Raise or Lower pH but 7.1 is extremely low. Are you sure of the readings? No fresh salt mix is ever below about 7.8 and usually higher.
