Does metal halide ballast consume power when no bulb plugged in?

As title state, does it?

Nope..maybe a few mA if there is some electronic monitoring circuitry in there.

Depends on the type of ballast. Some energy will be consumed, in both electronic and magnetic ballasts. Most electronic ballasts will likely shutdown in a protect mode, but have a draw for their logic supplies and SMPS front ends. Magnetic ballasts will have losses in the coils and act as a big inductor on your power line
