Exclamation BH-300F Help please (pics included)

Alright, so I think I have this thing set up correctly, but I am have a couple questions.

I set my collection cup so the bubble go up the neck and stop about an inch before it flows into the collection cup. It runs well for about 5 minutes, then it will surge up and fill the collection cup in about 30 seconds. I am not sure why this is happening, but I am hopieng you guys might. I don't want to run it tonight and tomorrow at work and come home to the people under me unhappy about water in their living room.

The skimmer came with a couple white valves. Not sure if I am supposed to attach these to the "silencers" (black things on the ends of the hoses) and as we all know, Oco directions are less than idea.

Above pic: You can see the blue line attached to the siphon as per the directions

Above pic: The two valves that I have no idea what they are for.

Above pic: Skimmer cup is set so the bubbles are about an inch from the top of the neck.

Above pic: The two "silencers" that go on the air tubes

Above pic: Is my overflow box set correctly? lol

Basically, my end question is what causes this surge and how do I fix it?

If it is brand new the skimmer it is break en in, this causes the skimmer to be sporadic, so I would run it at the lowest setting, and run it only when you are around, or better yet run it in a separate container and pour in skimmate so it will break in faster, it is not doing your tank any good now but it will cause a huge problem if it dumps 10 gallons on the floor.
