Surface Film
I noticed this yesterday. I did a water change and let the water level at the protein skimmers depth to see if that would skim the surface. After water change I did not notice it until this morning. Now it is back.
If I look from underneath It seems to be trapping bubbles, Looks like a oily substance. I moved powerheads to agitate surface but that just blows it to the middle and traps it behind them. Is this normal? How do I get rid of it? Will it get worse? Thanks for the help!

You need a surface skimming attachment on your hob filter, but you'll need to be very diligent about topoffs once its on there.
