Help! Dinos or Diatoms???

Hey all. Have had my Biocube 29 set up since October and for the last month I have been battling what either looks like diatoms or dinoflagellates. Tank has been steady and I'm not sure what has caused this. It also looks almost like brown hair algae. I did get a new LED light back in January that is hung 9 inches over the water. Whites are 15 percent and blues are 45. I slowly raised the whites to 20 and blues to 50 and not sure if that triggered something, but just wanted to state that. Pics are attached.

S.G. 1.025
PH. 8.0
Ammonia 0
Nitrate and Nitrites both 0
Alk and Mg- waiting on test kits
