MH- Is my timer quilty or am am I the quilty party?

I bought a heavy duty timer from Lowe's today. It is three prong and the type that uses blue and red pegs for off and on. My switch on the transformer was on. I plugged the MH cord into the timer, turned the timer to the on position. When I plugged it in, the bulb blew. Is it the timer or did I cause a short when I plugged it in with everything on?

I let it cool off and now it is burning.
