id say measure up from the bottom of the teeth, + 3/4" to 1" inch or so, assume this to be your level. if you are off, you can break out the dremel and make the slots longer, thus lowering the water level. easier to lower the level, once the tank is running, verses having the water level lower than you desire.

For a rectangle 29g, would you say a 700gph Is good or smaller is better?

I must be doing something wrong cause mine is super loud and I can't get it to quiet down. I have a 700 being driven by an eheim 1260 and I have a layer of enkamat in it. Contrary to what everyone is saying, I have noticed if I'm adding water directly to the tank and it starts to push more flow through it, it tends to quiet down. So much so that I was beginning to wonder if I should switch my pump to a 1262

one trick you might try is to regulate the air from the airline inthe return elbow with a john guest valve (like on the RO tubing). this might do the trick. mines is acceptably quiet to me....dont have this arrangement, but ive done it in the past for fine tuning.
