This comes from the toxicity of ammonia in tanks with fish and how fast you need to be able to bring it down. It is somewhat arbitrary, but being able to decrease ammonia by 2ppm in 24 hours is an acceptable range. There is an article here that discusses the toxicity of ammonia if you are exceptionally interested in the subject.

Don't keep dosing ammonia as it will turn into nitrates and be a pain to get rid of.

100% "anhydrous" ammonia is used in commercial refrigeration systems (Dairies, etc) and will boil off from liquid state at -28 F. This stuff will kill you.
