I think he meant to link to the ARO electronic halide ballast.

I recently acquired one to run a mini PFO pendant with an XM DE 10K bulb, but I haven't had a chance to get it hooked up yet, so I can't comment on the performance... so I dunno why I'm even posting.

The EVC doesnt just seem to be running the bulbs with more power, which would lead to the argument that perhaps less is more in the long run. From the spectral curve comparisons I am seeing, it appears that the EVC targets the blue spectrums in some bulbs (it appears that the bulbs that it is able to run significantly better than an IC are ones with more blue/purple outputs) and boosts them by quite a bit...but doesnt raise the other spectrums on the bulb.

Perhaps a radium on an EVC would be a wicked combo, and if nothing else, it would clarify any doubts as to weather all that extra power over the IC would lead to diminished bulb life.
