I wouldn't allow aluminum to be submerged no matter what. At any rate, in freshwater fishes, aluminum is rendered relatively nontoxic at higher pH levels due to low solubility. Also, interestingly enough, aluminum is actually more likely to affect vertebrates before invertebrates. Since aluminum can readily complex with organics, etc (obviously), then it seems reasonable that it can be present at higher concentrations. It certainly seems like a plausible problem given what has been done so far, but more research and testing is warranted to see other effects and extents of toxicity.
