That skimmer is very oversized for your setup and fish load. You will need to run it wet to keep it somewhat consistent since your 12 fish will not provide enough dissolved organics to keep a good consistent foam head. I would back the power down to 38 watts and use the wedge pipe to raise the line where bubbles turn to foam up about 1/2 above the bottom of the neck.

It will not skim as well. Too much turbulence and the bubbles will pop at the surface instead of making thicker foam. 60w isn't even used on 300 sized skimmers which perform best at 48-52w. But it's your choice. Remember that air rises in the skimmer and because of that, the extra amount of o2 in the tank water will be next to nothing so the amount of impact on the pH will be very minor and really not worth impacting skimmer performance. If you want to increase your dissolved oxygen, the best way to do that is with surface agitation meaning having your your return lines up next to the surface of the display or power heads creating lots of flow.
