I think a further, more complete explanation would be needed. Have no idea on what size tank, how long set up, why you have high nitrates, what livestock if any, full listing of water parameters, etc....just need more detail.

The rock is really not going to help with the nitrate proble. Water changes will be the best option for reducing them. Extra rock will aide in the reduction of ammonia and nitrites, but water changes and anerobic bacteria (in a DSB) are really the only options to get nitrates reduced.

I'm guessing this tank has been set up and running for awhile and has accumulated a lot of really bad stuff. Even after water changes, it will continue leaching nitrates and phosphates out of the sand and rock. I would say you're probably going to have to continue a pattern of good flow, heavy skimming, and water changes to bring things down. The other option could be to take out the rock and keep in a tub of fresh SW with a skimmer, drain the tank, and remove the old sandbed and start over. Not sure just what all you have in this tank right now though.

With enough of the right type of live rock, it can help with high nitrates, very porous larger pieces of rock can have lot's of area for anerobic zones, much as you get with a DSB. I actually removed a bit of rock from my 55g not to long ago and had a massive nitrate spike afterwards, never saw nitrate once since my initial tank cycle and now there run about 80ppm. Big mistake numero uno for me.
