HOB skimmers including Deltec, are not very good. For a sumpless system, I think the best option is a Tunze DOC in tank skimmer.

Or the bermuda hot, but i'd say your best bet is the tunze

i've been very happy with the octopus, and i've also heard good reviews on the typhoon, tunze and deltec too.

I have the Deltec MCE300 and I am very happy with it. Check out the review by ezcompany in the deltec forum. It pulls out dart skimmate. I was thinking about getting the Tunze, but it takes up space in thank and it is supposedly tempermental with the water level.

bermuda and tunze are the best, better than the deltec. Another decent hob is the turboflotor, but for the price the bermuda is better. Aquamedic is going to have a new HOB the turboflotor blue, looks good.
A decent cheap HOB is the D&D marine typhoon. Another cheap one that looks decent is the odyssea ps160, I have one in a sump and it works great, but never tried it HOB.
