NO Fixture Vs HO Tube

Sorry for this stupid question, I am so dummy about electric

Can I plug HO tube to NO electronic fixture? I saw NO fixture in electricity store and the owner said no problem since the fixture is electronic so just buy HO tube and plug in.

Really so easy?
