Euroreef RS-100 and adjustments

I have this skimmer sitting in a sump in 7" of water. The manual states that the output pipe should be above the water level. This is impossible. Even if I remove the straight pipe attached to the elbow, the elbow is halfway under water. Also, just touching the adjustment pipe makes the water level in the skimmer go either way up or down, depending on which direction I turn the adjustment pipe. It also goes up and down by itself. Any ideas?

You could add a stand to put the skimmer on.

Problem with some Skimmer companies is they state that so and so and this is the H X D Etc etc. But The unwary Aqaurist will say hey thats 24''in Height will be perfect for my stand itll just fit. But little do they know they have to raise the skimmer half the time and then they cant and then the performace takes a hit.

But wouldnt raising the skimmer also raise the pump and be too high to the surface?
