Refugium size
I have a new 90 gallon tank and I am working on my sump and refugium. Should both of them be a certain size according to the size of my tank. I had read in one post that said your refugium should be 30% of your tank size. Is this correct? With a 90 gallon tank I would have to have a 30 gallon refugium in my sump and I do not know how that would fit in the stand.

The 30% is just an estimate. To be honest, this is the first time I read of it. If you were to go that route, the larger the refugium, the better... why limit it to 30 percent.
Refugium is just an area of the tank (most of the times a separate tank) where microorganisms can reproduce free of fish predation. By those terms, a small 10 gal tank packed with macroalgae would work just fine. In terms of size, do whatever size you can do. If you have the space, go with a large refugium. If your space is limited, then go smaller. It all depends on what you are able to do. Carlos

Will a larger refugium help in reducing the nitrate level or will a smaller one reduce it just as much?

it will depend on the bioload of the tank/how much nitrates are being produced. a lot of macro algae can grow in a small space.
