Will icecap ballast give better performance than ARO?

they are pretty much the same

Not exactly. An IC is repairable, while both will give you similar output and have similar warranties, after they run out an Ice Cap can usually be cheaply repaired by them (unless water damaged) but the ARO is trash. Just something to consider.
