A quick question about loc line
It looks as though if I want to use loc line for a return, I need to use a 3/4" bulkhead. Is this correct, or am I missing something?

You don't have to use a 3/4" return. You can just use reducers to get size down to 3/4" when you want to switch over to the loc line. I used 1" bulkhead and PVC pipe until it reached the top of the tank and then used reducer fittings to get down to the size I wanted.

O.K., but if I wanted to connect directly to the bulkhead, it would need to be a 3/4" right? You see I'm getting ready to drill my tank and I want it to look as clean as possible when finished; but I'm unsure as to whether to use a 3/4 or 1" return. I would rather not have to look at the reducer, but I certainly don't want to compromise flow. The tank is only 37 gallons so I'm not looking at a huge GPH. Do you think going with a 3/4" return would be fine, or would I end up wishing I went with 1" later?

I think you would be fine with a 3/4" return. You should be able to push as much as you need for a 37 gallon tank. There are different thoughts on return gph. I don't like to run a crazy amount of flow through my returns. I like to get any in tank flow from other sources.
