T5HO vs PC vs VHO intensity (not per watt)

Not really interested in output per watt. I have room for two flourescent tubes to serve as supplimentation. These will be 24" tubes. Doesn't matter if T5 smokes them per watt they are so low in wattage I don't know if they will keep up with my 250W 10k halide. Would VHO be a better choice being limited to a couple 24" bulbs?

regardless of length of the bulbs, equal length T5s will out perform VHOs, with SLRs you'll get water penetration that'll match 250w MHs with no problems.
