Lightbulb MH bulb still good??

hello all.. i bought this bulb from a fellow RC member as NIB, but i cant get it to fire ....

it's a

EVC 400 watt 20k bulb

can anyone tell me why??? is it defective??? is my luck that bad??? what can i do about it??

No idea. Arc tube looks clean, therefore new. And an M59 ballast should run EVC bulbs just fine. Have you changed anything in the ballast/socket assembly? I had a Radium that wouldn't fire for me. When I reassembled the wiring and grounded the reflector, it started up just fine.
