Lights dont work!

I just bought a nano cube aquarium yesterday and when I assembled it I relized that the lights would come on. I would plug the power compact cords into the balast and turn it on and all i'd get is a slight glowing near the base of the lamps. Can anyone help me? Their brand new lights so I doubt that they are burned out.

Looks like the ballast isn't generating enough umph to fire the bulbs. Probably a defective ballast. I'd contact the manufacturer.

The strange thing is that when you turn on the ballast, not only are the lights suppose to come on but also two small cooling fans. The fans come right on but the lights dont.
