How critical is this to test, I have been doing some reserch but would like some opinions for those who have tried it or test. And if it is critical how to increase the level.

I would say it is not critical to test unless you have an ozonator. It is a rough guage of the water quality. Injecting ozone into the skimmer will raise the level.
