Setup my aquarium today (no pics yet)

So I filled the tank (65gal) and NO LEAKS

So here's my problem/question-
My drain coming off of the overflow is every so often (30 sec to 1 min) making a noise like air is still in the plumbing.
Is there any reason for this and can it be fixed?

Second question-
The skimmer (ASM G1) has filled up and there is ome water coming out of the top of the colection cup (where the top pops off).
Can this be fixted or does it have to break in?

Also- is it suppose to be taking/ making some of that dark junk?

Should I make the riser tube high or low?
What would be the difference (how will it skim?) if it's high or if it's low?

Please enlighten me!!!!!!!!!!!!
