Ballast or Bulb?

Hello all, i have noticed a signifant decrease of the lighting output in my frag tank. It doesnt look nearly as bright as before, it almost doesnt seem to light up the 40 gal breeder as well as before. So my questions is, is it the light bulb or the ballast?
The lighting isnt yellow. By the way its 250 watt Pheonix
