dinoflagellate? need a little help

I pretty sure I have a dinoflagellate outbreak its on my live rock. I was just wondering how to get rid of it. Can I just brush it off?

Temp: 80
Alk: 8
Nitrate: 0
Nitrite: 0
Phos: 0.5ppm
SG: 1.023
I just did a major water change two days ago.
