It is a sensor that measures the temperature. As the temperature rises the fan's speed increases.

I think they are 3 speed and operate like CSMReef said.

I tried a couple of different temp sensing fans and they all seemed to run at close to full speed all the time. I prefer 4" computer fans fed by a variable voltage DC power supply so I can dial in the speed by varying the voltage. Variable voltage DC power supplies can be had for less than $10.

I have the 4" variable fans on my 110 and they do seem to change the speed based on the temp, at least for the most part. The thing I like most about them is that they quiet down when the halides are off, which is at night. My tank is in my living room and the fans will run at they're middle speed most the day, occasionally kicking on to full speed (this is a noisy speed). But they are still pretty quiet, if you have a large canopy or a large space to mount them, 6" computer fans seem to do well for air movement and sound, but I have also seen them rust after a couple years of use.
