JMO, but I doubt that sand particles large enough to damage your pumps are going to stay in suspension for very long (perhaps if your pointing PH at the sand). And, the best way to remove the small particles that are clouding your water is to keep the particles in the water column for your filtration to remove them.

I wonder how powerhead would help to settle sand out.
I thought it's going to blow sand all over and cause problem again.

Turning on your PH is going to blow the sand up if you turn them on now OR if you turn them on later. Why put off the inevitable? Set your skimmer to run "Wet" for a day, and it will clean up your tank.

you stated above that you rearranged the rock, the rock was a mix of base rock which will not have seeded completely, and you are disturbing the sand bed---for those reasons I suggested there might be some cycling again.
