Bulkhead Hole

I got a 2" bulkhead for my reeflo dart. I'm pretty sure the hole needs to be 3". Can anyone corroborate this. I need to give the tank driller the hole size soon. Also its a slipxthread bulkhead. The threaded goes on the outside right?. I haven't worked with bulkheads before and I'm going to grab plumbing parts today.

It really depends on what brand of bulkhead.
The 2" bulkheads at PA require approximately a 3-1/4" hole.
