T5 Bulb Replacement

If a 48" T5 fixture comes with 28 watt bulbs, can they be replaced with 54 watt? Maybe not the actinics, but the daylights.

You'll need high output T5 ballasts to run the HO bulbs. I am not sure if the normal output ballasts would fire the bulbs, but I doubt it and even if they did fire the output would not be good.
