Level for drain outlet to fuge?

I am redoing the plumbing to my 20 long sump/fuge but I would like some input as to where the drain outlet to the fuge should be? Ex. right below water level vs. lower in fuge section

What gives you the best flow to the sump for chaeto but doesn't cause noise, etc.
