Skimmer Question

Aqua C ev-180 Question
I have the skimmer set up and running, water level is just under the top of the gray box, the bubbles are about an inch into the bubble tower and that's about it. It's new clean water and an empty tank.
Is that where is should be? Just want to make sure it's normal and working properly before I put in the rock and sand.

Have you added salt to the water?
