Lighting Help

So I bought this PC light from thefishfactoryonline.com or something like that, a few months back but after about a few weeks of operating light, one of the lights stopped working. It is a 130W fixture and my guess is one of the ballasts is bad. Can I fix the ballast or do I just have to replace it, and if I can, can anyone recommend a way to do this correctly. I'm sure it is pretty easy to do, but I'm no electrician.
