Can someone explain a bulkhead to me?
title says it all, whats it do in the process of running an overflow/sump

It provides a watertight way to put plumbing through the side or bottom of a container the holds (in this case) water

I've got a related question. If the bottom of my tank is drilled, does the bulkhead provide the support to keep the bottom of the tank from breaking now that it is compromised by the holes. Should I worry about the integrity of the glass with holes in it.

No to both questions unless you start putting many holes close together also with bulkheads the rubber washer goes on the wet side.
