Bit more info would be useful.

How old is tank? What are water params?

It most likely is nothing more than algae and you need some cleanup crew to sort it out.

If it's still cycling, get a turkey baster and give it a few gentle blasts to get it up and into the water stream and skimmer it out.

If your tank is cycling it is most likely diatoms. Snails and hermits will help. They feed off poor water conditions.

Sounds like diatoms to me......brown is diatoms. Green is algae (or may be cyano{blue-green algae}), red is usually cyano also, and anything long and plant like is some sort of algae, up to you to post a pic to get it figured out. I think that covers it but, hey, it's late.

In my experience that is normal. Mine has green, black, brown, red all growing between the glass and sand. That area of the sand gets no flow and anything that builds up in the sand will decompose in one way or another. One thing that can help it is some burrowing clean up crew. Nass. snails are good, I've heard cucumbers are good, bristle worms are good detrivores too. I'm sure there are others but anything that helps to stir the sand bed will help with that some but expect it to just happen.
