Do I have to cycle?

I want to move my overcrowded 10 gallon to a 20 gallon. I added the live sand and it says no cycling needed... If I use the same live rock and transfer it over will I need to cycle it?

test the waters after a week, 2weeks,3weeks 4 weeks... if all is well, add your fish.... yes cycle
