how to get rid of dinoflagellates

i have a 27gal with a 10g sump with some macro algae and these dinos came out of no where about a month ago. I did a kalk+vinger+ro/di top off and it worked for a day and it came right back. What could be causing this??? i have a 250w halide and actinics. all the levels are zero (not ca or phosphate which i do not know) and ph is 8.11 (low i know i'm getting it up).

I turned my lights off for two and a half days straights. Only turning the lights one in order to siphon out the dead, dying, and still living dinos. after this, I still have a very tiny amout left that I continiusly siphon. I also lowered my photo period from 11 hours to eight.

it does. I'm going to do 4 days of no light and hopefully it will kill all of it.
