Quick critique of bulkhead placements

48" l tank using a 40" coast to coast type system. That leaves 4" on each side that would get a 1" CL or return. would then be piped down. Under the coast to coast would get 2 more 1" bulk heads for cl or return, piped however on the inside.

The reason I want these bulheads so close to the surface is in case the power goes out, then, with the small air hole drilled in the elbow, the return siphon will only drain the tank down 10" at most?

With a 6" coast to coast height, 1" bulkheads under that, that would be about 10" depth (more than less) of drain on a power outtage. at 48"x18"10" Garfs site equates that to 37 gallons. I have a 60 gallon tank under the stand, so, I am safe.
