spiral Compact fluorscents

Is it possable to use 2 spiral (55 watt = 250watt incendecent) bulbs over a 40 gallon breeder tank combined with a actinic blue compact (96watt strip) to grow a mixed coral tank (small soft & small hard)

Sure, but I think you need 3 or 4 of those bulbs and you'll need to place your hard corals so that they are illuminated.

The "incandescent equivalent" rating is totally irrelevant, as most of the energy used by an incandecsent bulb is converted into heat rather than light, so don't try to compare them.
