A prop tank is a frag tank. When you frag your corals instead of trying to keep them all in your DT, you move them to your prop/frag tank. Then you can keep then there until you sell or trade them. Its usually plumbed into the system so all the water quality is the same. No need for sand, really all you need is lighting for the frags. I have seen them with sand, rock, and cleanup crew though, all depends on how you want it setup.
