overflow box start up

I'm trying to get my overflow syphon u tube started but am having some difficulty. What is the best way?

that's a good explanation, but be sure to wait to start the siphon until water begins to fill the inner box as well. You wont be able to start the siphon until both ends of the u-tube are under water. That doesn't seem to be clear in those instructions,
