Help! Green water in frag tank

I had a 20g frag tank that I had setup with eggcrate (painted black with Fusion), a Aquaclear 110 modded as a fuge, and a modded MJ900.
The lights is a Satellite with 2x 65w bulbs (actinic and daylight). There are about 20 zoa frags in the tank with some LR on the bare bottom beneath the fragrack.
This setup did fine for about 2 months. Then the water started getting a green tint. The tint soon became dense neon green. It looked like a giant phyto tank. I did massive water changes to no avail. I also changed the bulbs, replaced the LR, and tried polishing the water with a HOT magnum. None of this worked. None of the frags were affected. They all still look great except for a color shift from the lights being a little too much for the small tank.
I finally swapped out the tank itself. I moved everything over to a 29g while giving it all a good rinse in the process. Within two days the tank was cloudy and now on day three it is turning green again.

Any thoughts?

Have you ever fed phyto in the tank?

No phyto ever dosed in the tank.

Nope. RO/DI (TDS 0) with Reef Crystals. Same water that I use in my DT.
