Best T-5 ballast for 4 bulb retro

looking for a t-5 ballast that will run a 4 39w retro but not over drive them like a Icecap.

why dont you want to overdrive them?

i wasn't sure about the bulb life. also i was trying to conserve power as i am thinking of running 12 bulb instead of 10

After viewing PAR numbers from an Icecap retro I was not impressed.

Can you use Icecap yet not overdrive the bulb?
