With electronic metal halide ballasts a multi meter is useless and can actually damage the ballast and/or the multi meter. Electronic ballasts generate a high voltage pulse and operate at a high frequency which requires specialized equipment for proper and reliable measurements.

The best method to test an electronic metal halide ballast is to see if it will light a known working lamp.
