Agree with a lot that's already been said.

Economy sucks.

Moving tanks sucks. Moving even a small tank is a PITA. And as the tank size increases, the PITAness increases exponentially. Moving cross town sucks, moving to a different city/ state really sucks. Moving an empty tank/ equipment is a lot easier.

I've moved several tanks, several times, but only across town. If I were moving to a different city/ state I'd go the breakdown & restart route. Moving a tank can be done, but it's a pain.

And as some have said, if someone can't properly care for their tank because of financial hardship, I'd rather see them sell off their tank than just let the tank go downhill.

I hated moving my tank and it was only 100 gal. I hated it so much that I even downsized and went barebottom because if I ever have to move again it would be so much easier this way. Then again, I hate moving in general... Maybe that's why I don't buy a lot of stuff for the house.

As for people getting out, I agree with others about the economy playing a big role. If 1 in 10 people are out of jobs and that ratio carries over to reefers, then that means there are going to be a lot of tank sales.

Also I know a lot of people get into those I want a reef tank phase then don't have the time to take care of it. Reefing is a lot of work and takes a lot of time and money.

I am not sure that I would personally blame the economy. Upkeep of a tank really isn't that expensive. I would say moving is a valid reason, especially for those who are moving many states away or even cross country. I will have to do that in about four or so years and am not sure yet whether I will want to bring everything with me or not. I will probably end up selling livestock and taking the tank, equipment, rock, etc. with.
