Can't really tell from the pic. Is his belly really shrunk in? Is he eating? What are you feeding? How long have you had him?

if a fish isnt eating A LOT everytime you feed and he doesn't look fat then he is underfed.

I have a pygme angel as well. He eats a good amount when I feed in the evenings. Maybe add just a little more food for him to pick at, see if he eats any more. Also try feeding a little in the AM and PM. That should help fatten him up a bit.

i have a green clown goby that can only fit 1 black worm in his belly at time so i feed him once in the morning, once at night. thats all he will eat. he's still skinny though.

if you want to know what an underfed fish looks like go to your lfs and check out the newly arrived tangs

On most fish, looking with the fish swimming straight at you, the top of the fish (just in front of the dorsal fin) should be convex, not concave. If they haven't eaten for a few days the stomach may be concave, but most well fed fish will store fat at the base of their dorsal fin.
