Is it 20 high or long? It will work, but barely. IMO you would be better off with a 4 bulb fixture to get better growth and colors. If you are fragging its generally to A) sell or trade or B) enhance your own tank. Better color and growth is valuable in both instances.

The tank is a regular 20g. I'm looking at a t5 retro fit, I also have a 24" 65w CFL fixture and I was thinking that I could add that. Would it work?

I was thinking Aqua Medic 20,000k, and not really sure for the other. Any ideas?
