Getting rid of a tri-fecta of pests..

I have been battling some bubble algae for the life of my 40g tank (only 2 mos). Then some GHA popped up and to top it all off some cyano was carelessly introduced to my tank so now I am gonna try to take it most of it out today. Here is my plan.
1.Syphon out 5g to store the rock and 3g of water to scrub the rocks in.
2.Pull the rocks and syphon off the sand
3.Should I do a RODI dip or clean saltwater dip before reintroducing them to the tank?
4.Add rock and Top off.

I already feed 2-3/week, Lights down to 6 hrs actinic and 4 hrs daylight (T5HO bulbs are about 4 mo old), ^flow, 2 emerald crabs, ^ CUC, ball of chaeto and im about to start some GFO as well.

Any other suggestions
Phos reads 0 because they are taking it all.
All other params are norm.
